Dowling Company, Inc. completed three Waiehu Kou Residential Homestead projects for the Department of Hawaiian Home Lands (DHHL), totaling 324 homes and lots for DHHL beneficiaries:

• Waiehu Kou 4, 98 single-family homes & lots completed in 2008
• Waiehu Kou 3, 117 single-family homes & lots completed in 2005
• Waiehu Kou 2, 109 single-family homes & lots completed in 2001
• Development of a 2.6 acre park and a wastewater pump station
